Limits to natl spending in areas of prov jurisdiction. Parties didn"t want 2 risk voting against agreement and angering qc voters. But failed to pass all prov legis. Mulroney apptd minister joe clark to meet w provs/terrs and indg groups in order to draft const proposal to present to qc (which was mandated to hold a referendum by bill. Nature of qc independence was not clear tho, def involved strong decentralizing but also continued econ ties to greater can. Allaire report advocated for strong asymmetry/imbalance among provs. Put forward on july 7, 1992 by provs (excepting qc, which had not attended meetings), natl govt, indg leaders. Weakened natl govt, gave provs more power. Resulted from return of bourassa to negotiating table. Decision to put ca to national referendum.
