POLI 222 Chapter Notes - Chapter reading: Public Administration
Document Summary
Federalism is a form of government that divides powers and responsibilities between national and regional governments. The intent to doing this is to increase the chances that local differences are respected while allowing for the achievement of countrywide goals. 85% of canadians believe that eliminating public healthcare would change the nature of canada. Medicare in canada draws its strength from providing basic medical care to all canadians, regardless of what province you come from and the federal government continues to shape and protect this. Without federal policy leadership, it is doubtful that most canadians would have public health insurance today as provinces were reluctant as a group to be policy innovators. Universality: all permanent residents of the province must be eligible to join the plan. Comprehensive: all medically necessary services must be insure. Accessibility: services must be reasonable available, and there can be no out-of-pocket charges to patients for those services covered by a provincial plan.
