Kant: perpetual peace amongst republican nations, woodrow wilson. It depends on the definition of important terms like war, democracy. Democracies trust and respect one another, little uncertainty because of standards. Public opposes war; leaders are accountable, not make radical decision for fear of not being reelected (public opinion no significant constraint) Democracies want to reproduce democracy, only reason why they fight authoritarian systems. Democracies in 20s didn"t border each other & had less incentives and lacked the military might to go to war. If they don"t perceive each other as democratic, they will fight each other. In 70s more democracies, but polarity might have caused democracies to bond. They only act violent towards other states if the environment forces them to. Democracies are too slow in decision-making (often ignored checks and balances) Theory dismisses e. g. boer war, because orange free state is not recognized as country. Too narrow, dismisses everything makes criteria as it fits the theory.
