Italy: the subnational dimension to strengthening democracy since the 1990s. Goal: discuss italy and its efforts to strengthen democracy in a nation marked with bargained pluralism. Has a napoleonic tradition( unitary system) of centre-periphery relations. A strong and technocratic central apparatus that controlled the entire territory with self-government circumscribed to the municipal level. It was a way of engineering a sense of nationhood. At the same time, the napoleonic system stopped the consolidation of italian democracy. 19th century practice that served as a strategy to co-opt the opposition. It was a way of creating a flexible centrist coalition of government which isolated the extremes of the left and the right. Indicates the way in which votes were obtained from increasingly larger constituencies by representatives lacking strong party structures. Basically, it refers to the exchange of material goods for electoral support.
