Idea of form following function all ideas rifting off of the others. Is a commercial center with the ability to maintain the old city"s infrastructure (update to keep up with the times: provides viability, balance: more desirable space with desire to preserve the old city, ny= mix of unregulated builders. If they promoted affordability, and ease congestion- they would just build upward: still a productive place to live people continue to flock to illegal slums. But people must be well served by the bricks and mortar around them. Height is ususally the best way to keep prices affordable and ensure proper living standards. Cities are constantly changing (features that define ny and paris, experienced growth ad creativity) Only the right kinds of buildings can impact/influence change. Rules that prevent construction, sometimes are rightly justified, and sometimes just ways of stopping urban growth. If cant build up, they build out and if they are frozen growth occurs somewhere else.
