Conlict prevenion policy: two track strategy is most efecive. Long term eforts to deal with underlying causes and more aggressive immediate tacics to deal with violent triggers. Long term: look at demographics, culture, poliical structures, etc. Internal mass level strife: need to internaionalise dialogue, fact inding, reduce emoional debates. External mass level (when trouble comes from outside, e. g. refugees): prevent refugees from becoming issues by dealing with regional problems, seing up camps, etc. Internal elite level (poliical power struggles): neutralise hate mongers, economic relief to cool violence. Conlict management policy: act early, keep in mind local opinions, coercive vs. cooperate methods. Conlict resoluion: coercive implementaion of peace is unlikely to be successful, help those who want help, mulifaceted acion: end hosiliies, poliical reconstrucion, economic re-development, rebuild civil society, need long term commitments.
