The term substance abuse is an ideological term suggesting that the results of drug use are always negative or harmful; substance use is a better term. Alcohol and tobacco use are legal but still harmful to youth; physical and personal problems, social costs, leading causes of death. The diagnostic and statistical manual of mental disorders distinguishes between substance use and dependence (addiction, physiological responses such as tolerance and withdrawal) Substance abuse can be determined by examining frequency, quantity, combination of substances, social context and emotional state of abuser. In 2007 1/2 of high school seniors regularly use alcohol, however alcohol use is generally declining, while smoking shows signs of increasing among younger teens; both gateway drugs. 30% of high school students had been offered, sold or given an illegal drug, usually marijuana, on school property; in 2007, 20% used marijuana, on the rise.
