Municipalities have not often been thought of as being part of the canadian federal system and canada federalism. Even when municipal corporations and their successors are clearly defined in law as public and democratic institutions, it is still sometimes difficult to know what aspects of their operations form part of the government. This problem of defining what municipal governments do has become especially obvious in recent years as the tenants of new. Public management have become more popular and local governments have become increasingly involved in various forms of partnerships with each other and with private enterprise.
