Cc can take place only if an organism recognizes that there is a consistent relationship between the two stimuli. An association can form if the cs is a reliable predictor of the us: humans are sensitive to the degree to which stimuli are associated and respond only if there is consistency in their relationship. Learning and reinforcement for learning may not be expressed until there is an opportunity to do so. Latent learning is learning that is not immediately expressed by a response until the organism is reinforce for doing so: example: 1st group receives food if they navigate the correct route through the maze.
