Work to rule: the strategy of employees who perform only to the minimum standard required. Wildcat strike: illegal strike during the term of the collective agreement. Essential services agreement: used when some workers must remain on the job during a strike to provide key services. Ex: there are often restrictions on the number of nurses who can go on strike at one time as hospitals must continue to operate for the public good. A lockout represents a work stoppage initiated by the employer. The following steps have to occur prior to a legal strike in canada: Grounded in the premise that strikes represent accidents. Rational negotiators would seek to avoid strikes and lockouts in order to avoid their high costs.
