In the early 20th century, workplace incidents were considered the employees" fault. Now: internal responsibility system: all stakeholders are responsible for health and safety. The employer is required to take every reasonable precaution to protect the worker. In 1886 ontario became first province to establish a workers safety legislation. Right to refuse dangerous work without penalty (exceptions: if the risk is a normal condition of the work, if refusal puts others at risk). Right to participate in identifying and correcting problems. Right to know about hazards in the workplace. If the worker continues to refuse when they shouldn"t, the employer can take legal action to a labour board.
