Car manufacturers buy parts which is b2b, the car is sold to the dealer that is also b2b, when it is sold from the dealer to a customer then it is b2c. Buying from different manufactures in bulk then separating it and selling it to retailers. For university buying millions of sheets of paper it is a big financial decision vs consumer who will buy.
