Supreme political authority in a given territory is indivisible. Not all claims to sovereignty are respected: extraterritoriality. Designed to prevent american citizens from dealing with the enemies of the usa anywhere in the world, even if they are on the land of another sovereign. There is an act in canada that does not allow you to obey any other sovereignty while you are in canada. Made it an offence to engage in certain acts and behaviours even if they are not on canadian soil. Supreme political authority in a given territory is indeed indivisible: but how is it divided. Justice: the impossibility of dividing by governmental. Levels of government: canada, province of ontario, frontenac county, city of kingston. The segmentation of the state: national, provincial, municipal, school board. To segment the state is not necessarily to divide supreme political authority.
