If there are critical shortages of professionals, more emphasis must be placed on recruitment, and companies may become less selective. Type of organization: public services tend to be highly unionized (70% vs. 20% in the private) and follow negotiated processes for recruitment and selection. In the private sector, recruitment and selection procedures may vary by the type and size of the business or industry. In general, larger organizations, public or private, are more likely to use formal recruitment and selection procedures.
