Proposal – a business document that suggests a method for solving a problem or that seeks
approval for a plan
Internal proposal – a persuasive document that attempts to convince management to
spend money or to implement plans to improve the organization
External proposal – a proposal issues to governmental or private industry clients
outside an organization as means of generating income
Offer proof and assurance that whatever is promised can be delivered

Elements of informal proposals
Introduction – offer an overview of the proposal and its scope and highlight your
qualifications to do the job. Start up and completion dates, cost of project, mention
previous positive associations
Background – define in some detail the problem you aim to solve or opportunity you
wish to address. Purpose and goals of project, convey understanding of clients needs
and how they can benefit
Proposal, method and schedule – explain the products/services you are offering, how
the proposed method for solving the problem is feasible, how the company intends to
proceed with it and perform the work in the available time, what special materials and
resources will be used, and when each phase of project will be completed. If complex:
use headings
Costs and budget – carefully prepared breakdown of costs, submit budget is legal
contract
Staffing and qualifications – show that team/you are credible and have what it takes,
instill confidence by mentioning expertise and credentials
Benefits – summarizes the reasons for accepting the proposal, motivate client to action,
highlight value of solution, advantages of plan over competition
Request for authorization – stipulating time period in which the proposal is valid,
express confidence in solution, appreciation for opportunity, and willingness to provide
further information
Elements of formal reports…
In-house data – i.e. internal files, memos, reports or company intranet or records
Publicly available data – i.e. consultants, experts, internet, news papers etc
Restricted data – members only internet sites, research by other companies
