Wrong problem identification leads to a wrong solution. Correct problem but fail process execution produces useless or misleading information. Once problem is identified, must specify objectives or questions to be answered. Three sources of poor design: irrelevant questions, research questions that cannot be answered, or addressing questions with already known answers. Important to separate symptoms of a problem from the problem itself. Identify type of data needed and type of research necessary to collect it. Based on design, data can be collected; secondary or primary data sources. Secondary data- data collected prior to start of focal projects. Primary data- data collected to address research needs. Methods include: focus groups, in-depth interviews, surveys.
