Bureaucracy: rational way for an organization to go about carrying out tasks. To some bureaucracy has come across as being needless paperwork, waste, senseless regulations, impersonality, and unresponsiveness to the needs of citizens. Even though some of these characteristics are true, not all bureaucratic employees act in such a manner. Bureaucrat: someone that is working in a bureaucracy but is not elected person, rather employed by the government. Bureaucracies do not create policies but are there to implement policies that are passed by the legislative party. Implementation: development of procedures and activities to carry out policies enacted by the legislative body. Involves creating new agencies or assigning old agencies new responsibilities; requires bureaucracies to translate laws into rules and regulations usually to allocate resources. Regulation: development of formal rules for implementing legislation.
